A "super-admin" user type for people who can read see everything in the system

I'd like to add a status of Super-Admin that can read all private notes.  From an HR perspective there needs to be someone who can see absolutely everything in the system.

    We are working on a new role which we are calling "owner" - this role will allow the user to read all private notes / see absolutely everything!
