Am I notified prior to any charges being made to my credit card for job postings?

When you post to a fee-based job board, JobScore displays the total cost for selected job boards at the bottom of the Post Job page. Then after you click "Update" JobScore shows a confirmation pop up asking you if you are “sure” you want to post to the selected job boards and have your credit card charged the indicated amount.
