Extended user: able to edit hiring team and view notes

Most of our users have the "extended" user access.  We have them at this access level because the next highest level is Admin (who can spend money, add users, change plans).  Two things that would be beneficial for the extended user is to be able to edit the hiring team and also to view notes.
