Possible for anyone with job score access to run any name and should have access to their resume.

For the most part this is exactly how search works in JobScore. However Standard and Limited access users can only view a candidate record if a connection exists. Standard and Limited access users can only view candidates if they are on the Hiring Team for the job the candidate applied. They can also view candidate records that have been shared with them, or if they've had a task scheduled to interview a particular candidate. And of course, if the user added a candidate record they will always have access to it.
If no connection exists as outlined above, a Standard or Limited access user will not be able to find or view the candidate record.
