Allow users (hiring managers) to purchase paid job postings

I would like  our hiring managers to be able to have access to all of the positing options, not simply the free services.  Right now I need to set a user as an Admin to permit this.  Allowing hiring managers to do this would be preferred - or at least allowing this capability to be enabled in the user profile.

    We have updated our access levels in JobScore and have one that allows people to spend money.  We've continue to only allow users with administrative or owner access to spend money in the system.

    Please let us know if the new access levels don't meet your needs.
