"Cover Letter" job-customizable instruction area - Not only would I like to require a cover letter, I'd like to be able to add a job-customized request for that cover letter. For example: "Tell us why you are interested in LiveRamp specifically. Include a portfolio link and/or your open source community links. Include a code sample or work snapshots"

Most of our customers just include these "include this in your cover letter" instructions in their job description.
If you want them to include other stuff (code samples, work snapshots) they typically recommend folks to load them up online somewhere (dropbox, box) and include links to the assets (which are clickable from html cover letters.
Adding custom questions (for us "job application logic") is on the roadmap, but for your specific cover letter request just adding it to the description has worked great for most folks.

The other suggestions here are really about adding additional custom questions, which is also captured and in development.
